Unfortunately, this is not accurate as Wayne Dyer took this quote from theorietical physicist Max Planck.

perception and interpretation is certainly the primary meaning. however, another view may be had in a notion that how we look at others may be viewed by others in a certain look upon our face. perhaps underlying feelings that we harbor in our souls may be transmitted to those around us and consequently generate relative emotions in return. Negative begets negative and positive accordingly. so , if we substitute “people for the word things ” we might arrive at a notion that we somehow create out of that which we affect in those we encounter. Self fulfilling ?
